Center Moriches Presents Revised Bond Proposal
Vote Date Set for March 19
During the district’s Jan. 10 meeting, Center Moriches School District Board of Education approved a $13.9 million capital improvement referendum aimed at addressing key areas of building infrastructure. The proposal, which is reduced in scope and cost from the bond proposed in October 2023, comes after months long discussion and community feedback. Voters will cast their ballots on the referendum on March 19, 2024, from 7 a.m.-9 p.m., in the Clayton Huey Elementary School’s Main Street Gym.
“Following the defeat of our October bond, the district engaged the community with a Thought Exchange survey, to reflect upon the needs of our schools and identify those areas our residents felt were the key priorities for our facilities,” said Superintendent of Schools Dr. Ronald M. Masera. “That work, coupled with our internal discussions and review, resulted in a revised capital improvement proposal that focuses on the immediate infrastructure needs of the district to maintain health and safety in all buildings for all students and staff.”
The proposal includes such items as security updates, boiler replacement, asbestos abatement, American Disabilities Act Compliance work, as well as repairs to broken/cracked sidewalk and asphalt at Clayton Huey Elementary School. In addition, projects slated for the middle school and high school include sidewalk and asphalt repairs, auditorium renovation, roof replacement, boiler and storge tank replacement, security upgrades, window/wall replacement, outdoor track replacement and further interior renovations related to health and safety.
If approved, the project is expected to be completed within 2-3 years, depending upon approval by the New York State Education Department. All proposed projects are eligible to receive New York State building aid reimbursement, which for the district is 78%. This means, that the cost impact on the district is $0.22 cents on the dollar to complete all projects.

NOTICE IS HEREBY GIVEN that pursuant to a resolution of the Board of Education of the Center Moriches Union Free School District, in the County of Suffolk, New York, adopted on January 10, 2024, a Special District Meeting of the qualified voters of said School District will be held on

BOND PROPOSITION
RESOLVED:
(a) That the Board of Education of the Center Moriches Union Free School District, in the County of Suffolk, New York (the “District”), is hereby authorized to construct alterations and improvements to District buildings and sites (the “Project”) substantially as described in a plan prepared for the District by BBS Architects, Landscape Architects & Engineers, P.C., dated December 18, 2023 (the “Plan”), which plan is on file and available for public inspection at the office of the District Clerk, including (as and where necessary): auditorium and interior renovations; sidewalk and asphalt improvements; upgrades of heating and ventilation systems; roof replacement and/or reconstruction; security upgrades; enhancements to facilitate access by the physically challenged; window replacements; removal of oil storage tanks; pipe tunnel abatement and track replacement; all of the foregoing to include the original furnishings, equipment, machinery, apparatus and ancillary or related site, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $13,954,500; provided that the estimated costs of the components of the Project as set forth in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interest of the District;
(b) that a tax is hereby voted in the aggregate amount of not to exceed $13,954,500 to finance said cost, such tax to be levied and collected in installments in such years and in such amounts as may be determined by said Board of Education; and
(c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $13,954,500 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.
Such Bond Proposition shall appear on ballots used for voting at said Special District Meeting in substantially the following condensed form.
BOND PROPOSITION
RESOLVED:
(a) That the Board of Education of the Center Moriches Union Free School District, in the County of Suffolk, New York (the “District”), is hereby authorized to construct alterations and improvements to District buildings and sites, substantially as described in a plan prepared for the District by BBS Architects, Landscape Architects & Engineers, P.C., dated December 1, 2023, and to expend therefor an amount not to exceed $13,954,500;
(b) that a tax is hereby voted in the aggregate amount of not to exceed $13,954,500 to finance said cost, such tax to be levied and collected in installments in such years and in such amounts as may be determined by said Board of Education; and
(c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the aggregate principal amount of not to exceed $13,954,500 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable.
The voting will be conducted by voting machines or by paper ballots as provided in the Education Law and the polls will remain open from 7:00 o’clock A.M. to 9:00 o’clock P.M. (Prevailing Time) and as much longer as may be necessary to enable the voters then present to cast their ballots.
AND NOTICE IS FURTHER GIVEN, that personal registration of voters is required either pursuant to §2014 of the Education Law or pursuant to Article 5 of the Election Law. The register of the qualified voters of said District prepared for the Annual District Meeting and Election held on May 16, 2023 shall be used by the Board of Registration as the basis for the preparation of the register for said Special District Meeting to be held on Tuesday, March 19, 2024.
If a voter has previously registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting in said district within the last four (4) calendar years, he or she is eligible to vote at this Special District Meeting. If a voter is registered and eligible to vote under Article 5 of the Election Law, he or she is also eligible to vote at this Special District Meeting. All other persons who wish to vote must register.
AND NOTICE IS FURTHER GIVEN, that the Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to §2014 of the Education Law in the District Administration Building (White Building), 529 Main Street, Center Moriches, New York, on Thursday, March 14, 2024, between the hours of 8:00 o’clock A.M. and 8:00 o’clock P.M. (Prevailing Time), to add any additional names to the register of voters to be used at the Special District Meeting, at which time any person will be entitled to have his or her name placed on such register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such Special District Meeting. In addition, open registration will be conducted through Thursday, March 14, 2024 and qualified voters may register from 8:00 o’clock A.M. to 3:00 o’clock P.M. (Prevailing Time), Monday through Friday, at the office of the District Clerk located at the District Administration Building (White Building), 529 Main Street, Center Moriches, New York. The last day to register shall be Thursday, March 14, 2024. The register so prepared pursuant to §2014 of the Education Law will be filed in the Office of the District Clerk, District Administration Building (White Building), 529 Main Street, Center Moriches, New York, and will be open for inspection by any qualified voter of the District beginning on Thursday, March 14, 2024, between the hours of 8:00 o’clock A.M. and 3:00 o’clock P.M. (Prevailing Time), on weekdays, and each day prior to the day set for the Special District Meeting, except Sunday, and on Saturday, March 16, 2024, by appointment, and at the polling place(s) on the day of the vote.
AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are not currently registered may apply to register as a qualified voter of the Center Moriches Union Free School District by requesting and returning a registration application to the District Clerk in person, by mail to the District Administration Building (White Building), 529 Main Street, Center Moriches, New York 11934, by email to jbarr@cmschools.org or fax sent to 631-878-4326. The request for the registration application may include the military voter’s preference for receipt of the registration application by either mail, fax or email. Military voter registration application forms must be received in the office of the District Clerk no later than 5:00 o’clock P.M. (Prevailing Time), on February 22, 2024.
AND FURTHER NOTICE IS HEREBY GIVEN, that military voters who are qualified voters of the Center Moriches Union Free School District, may request an application for a military ballot from the District Clerk in person, by mail to the District Administration Building (White Building), 529 Main Street, Center Moriches, New York, by email to jbarr@cmschools.org or fax sent to 631-878-4326. In such request, the military voter may indicate their preference for receiving the application by mail, fax or email. In order for a military voter to be issued a military ballot, a valid military ballot application must be received in the office of the District Clerk no later than 5:00 o’clock P.M. Military ballot applications received in accordance with the foregoing will be processed in the same manner as a non-military ballot application under Section 2018-a of the Education Law. The application for a military ballot may include the military voter’s preference for receipt of the military ballot by mail, fax, or email.
AND FURTHER NOTICE IS HEREBY GIVEN, a military voter’s original military ballot must be returned by mail or in person to the office of the District Clerk at the District Administration Building (White Building), 529 Main Street, Center Moriches, New York, 11934. Military ballots shall be canvassed if they are received by the District Clerk before the close of polls on March 19, 2024 showing a cancellation mark of the United States Postal Service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the United States Government; or received not later than 5:00 o’clock P.M. (Prevailing Time), on March 19, 2024 and signed and dated by the military voter and one witness thereto, with a date which is ascertained to be not later than the day before the Special District Meeting.
AND FURTHER NOTICE IS HEREBY GIVEN, the District Clerk shall mail an early mail ballot to every qualified voter otherwise eligible for such ballot, who requests an early mail ballot from the District Clerk in a letter which is signed by the voter and received by the District Clerk not earlier than Tuesday, February 20, 2024 nor later than Tuesday, March 12, 2024 and which states the mailing address if different from the residence address and an address to which the ballot shall be mailed. The early mail ballot of a voter who requested such ballot by letter, rather than application, shall not be counted unless a valid application form, signed by such voter, is received by the District Clerk.

(b) que por la presente se vota un impuesto por un monto total que no exceda los $13,954,500 para financiar dicho costo, dicho impuesto se recaudará en cuotas en los años y en los montos que determine dicha Junta de Educación; y
(c) que en anticipación de dicho impuesto, por la presente se autoriza la emisión de bonos del Distrito por un monto principal agregado que no exceda los $13,954,500 y por la presente se vota un impuesto para pagar los intereses de dichos bonos a medida que vencen los mismos y pagadero.
Dicha Propuesta de Bonos aparecerá en las boletas utilizadas para votar en dicha Asamblea Especial de Distrito sustancialmente en la siguiente forma condensada.
PROPUESTA DE BONOS
RESUELTO:

La votación se realizará mediante máquinas de votación o papeletas de papel según lo dispuesto en la Ley de Educación y las urnas permanecerán abiertas desde las 7:00 a.m. en punto a las 9:00 p.m. en punto (Hora predominante) y aún más tiempo del que sea necesario para permitir que los electores presentes en ese momento emitan su voto.
Y ADEMÁS SE AVISA que se requiere el registro personal de los votantes de conformidad con el artículo §2014 de la Ley de Educación o de conformidad con el artículo 5 de la Ley Electoral. El registro de votantes calificados de dicho Distrito preparado para la Reunión y Elección Anual de Distrito dada el 16 de mayo de 2023 será utilizado por la Junta de Registro como base para la preparación del registro para dicha Reunión Especial de Distrito que se dará el martes, 19 de marzo de 2024.
Si un votante se ha registrado previamente en conformidad con la Sección §2014 de la Ley de Educación y ha votado en una reunión anual o especial de distrito en dicho distrito dentro de los últimos cuatro (4) años calendario, él o ella es elegible para votar en esta Reunión Especial de Distrito. Y POR EL PRESENTE SE DA AVISO ADICIONAL, el Secretario del Distrito enviará por correo una boleta anticipada por correo a cada votante calificado que de otro modo sería elegible para dicha boleta y que solicite una boleta anticipada por correo de la Secretaria del Distrito en una carta firmada por el votante y recibida por la Secretaria del Distrito no antes del martes 20 de febrero de 2024 ni después del martes 12 de marzo de 2024 y que indique la dirección postal si es diferente de la dirección de residencia y una dirección a la que se enviará la boleta. La boleta anticipada por correo de un votante que solicitó dicha boleta por carta, en lugar de mediante solicitud, no se contará a menos que el Secretario del Distrito reciba un formulario de solicitud válido, firmado por dicho votante.
